Yeah but the growth wouldnt be controlled i think it will just be darker and less thin, if your lucky it can grow well

Wont even fix the problem lowering the brows surgically wont address the root cause most of the time. botox is a lot better if its muscle related or supraorbital ridge implants will lower it indirectly if its structural
