Good & bad is more nuanced than this. Free will can exist without evil, free will is the ability to choose between possible courses of action, so if evil just didn't exist, free will is still available; since all possible courses of action are still available. And since god created man, he wouldn't be revoking opportunities, he just wouldn't create them in the first place
