Genioplasty, or you could possibly expand to fix the premolars. Are they crowded?

yes they had no space to grow upwards so they grown insides

Yeah it can work just talk to your ortho and tell them that your teeth are crowded and that you want an expander but before that measure your pallet and see if you're a good suiter for one
