I think about this alot in relation to political literacy. And how IQ testing needs to be implemented for a democracy to work. Obviously, IQ is only one aspect, your knowledge on politics must also be proven by a non-bias 3rd party organisation to determine your right to vote.
Though, local elections oughta be kept free of restriction to help the low-IQ cattle feel they have some power.
