fedora feels good to use and the repo is also pretty good. i used to use arch but i had a few problems with stability/setting up some things so i switched to fedora

i would say both cases are true. however you need to be abit knowledgeable to use qubes because due to the nature of the way its os works. setting up a vpn etc is abit hard

You really don't need to use Qubes for any kind of cybercrime; it's just virtual machines.
The best choice is to use VirtualBox or a bootable flash drive, which allows you to keep your daily driver and commit cybercrime covertly whenever you want to.
There's 0 benefit in changing your primary operating system to a virtual machine runner, makes you look suspicious, and weakens your plausible deniability, if anything.
