Are chin tucks / neck curls cope? If not how many sets should one do and how many reps

In my experience they work by raising the hyoid bone and thickening the neck and I do 1 set of 20 chin tucks and used to do like 40 neck curls using a plate or dumbbell but I would mess around with the numbers and find out what's best for you but they work

How long would it take to notice results and how often should i do them per day

I usually do my chin tucks in the shower in the morning everyday and I would train your neck like 4-5 times a week and personally I've noticed results in a couple months

They work a little by strengthening the neck which helps posture. Wouldn't say they are cope because they made a huge difference for me, I started by doing 3x20 morning and night, might be a bit too much but I've toned it down to just one set.
